This page indicates that crime has been declining since 2004. The first set of bars in the bar graph represents the number of incidents (whether solved or unsolved) that have been recorded. These have decline significantly. The second set refers to the numbers of incidents for which arrests were made while the third indicates the number of people arrested. The final set shows the number of juveniles arrested. The clearest decline is in the number of crimes, solved or not, that have been reported.
