For example, if a person dies as a result of bullying. But this doesn't punish them, at best they get a warning. This is not enough to make them feel guilty.
There are laws in the world. We can live in peace basically because of these laws. However, if these laws were to disappear, there would be more people who would kill and steal. I think this is the same as bullying today.

If they don't move, the kids can't do anything. I think this is one of the causes of bullying. When you are alive, some people just don't like it.
