Shoko, I think you're on to an interesting point. According to this article there has been no nationwide evaluation of English at JHS since 1964. I wonder what teachers think of this now? Maybe you could do a questionnaire of the teachers and students about their feelings about a national test, and especially one that would includes English? It would be good timing!
